Special and Differential Treatment Negotiations: State of Play and Proposed Language for WTO’s MC8.
There has been some but not a significant amount of progress made on the Special and Differential Treatment negotiations mandated in the Doha Declaration (para 44) for developing countries. This paper provides an overview of:
- the agreements that have been reached on S&D provisions after May 2003
- the outstanding S&D proposals
- the negotiations on the Monitoring Mechanism
- the issues of interest to developing countries in the unfinished S&D agenda and recommendations for the way forward, and lastly
- possible language at the 8th Ministerial Conference on S&D negotiations
