Special And Differential Treatment Under A Potential Trade Facilitation Agreement
I. BACKGROUND
Negotiations of a trade facilitation (TF) agreement under the World Trade Organization (WTO) were launched pursuant to the 2004 July Framework Package (referred to as the post-Cancun decision). They are based on a mandate established in Annex D (“Modalities for Negotiations on Trade Facilitation” ) of the 2004 decision to “clarify and improve” relevant aspects of trade facilitation articles under the GATT 1994, including Articles V, VIII and X GATT (See annex 1 for text of articles).
