Contribution to UNSG Report on US Embargo Against Cuba, March 2020
Contribution of the South Centre to the Report of the Secretary-General on the Implementation of UN General Assembly Resolution A/RES/74/7 dated 12 November 2019 on the “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba”
The imposition of unilateral economic, financial and trade measures against Cuba, in violation of basic principles of the United Nations (UN) Charter, has severe socio-economic impacts on the Cuban population. The UN General Assembly adopted by an overwhelming majority the resolution “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba” (document A/74/L.6). In response to the request in paragraph 4 of this resolution, the South Centre prepared a contribution to the report of the Secretary-General. This highlights, in particular, the obstacles that the US embargo poses for the attainment of the right to health in Cuba.
L’imposition de sanctions économiques, financières et commerciales unilatérales contre Cuba, en violation des principes fondamentaux de la Charte des Nations unies (ONU), a de graves répercussions socio-économiques sur la population cubaine. L’Assemblée générale des Nations unies a adopté à une écrasante majorité la résolution intitulée « Nécessité de lever le blocus économique, commercial et financier imposé à Cuba par les États-Unis d’Amérique » (document A/74/L.6). En réponse à la demande formulée au paragraphe 4 de cette résolution, le Centre Sud a préparé une contribution au rapport du Secrétaire général, qui met notamment en évidence les difficultés en matière de santé auxquelles le pays est confronté en raison de l’embargo américain.
La imposición de medidas económicas, financieras y comerciales unilaterales contra Cuba, las cuales violan los principios básicos de la Carta de las Naciones Unidas, tiene graves efectos socioeconómicos para la población cubana. La Asamblea General de las Naciones Unidas adoptó por inmensa mayoría la resolución “Necesidad de poner fin al bloqueo económico, comercial y financiero impuesto por los Estados Unidos de América contra Cuba” (documento A/74/L.6). En respuesta a la solicitud que figura en el párrafo 4 de esta resolución, el Centro del Sur ha preparado una contribución al informe del Secretario General. En el informe se destacan, en particular, los obstáculos que supone el bloqueo impuesto por los EE.UU. para la realización del derecho a la salud en Cuba.
