STATEMENT OF DR. CARLOS CORREA, EXECUTIVE DIRECTOR OF THE SOUTH CENTRE
We all are aware of the magnitude of the climate crisis the world is facing. We are also aware that its impact is not the same for all countries and populations. The disasters we are witnessing affect most severely developing countries which historically have not been responsible for the emissions that put at risk the life in the planet. Those countries, the most affected, have the lowest capacity to address the devastating effects of climate change events and to adapt to and mitigate them.
Climate change is a cross-cutting issue. However, the international system operates in silos and has been incapable of ensuring the adoption of the multiple and coordinated policies necessary to address it. The South Centre, as an intergovernmental organization of developing countries, attaches particular importance to and focuses its work on the intersection of climate change policies with other policy frameworks.
South Centre Semester Report, July – December 2021
The South Centre undertakes policy-oriented research on issues, as defined in its Work Program (https://www.southcentre.int/work-program/), that are relevant to the achievement of the Sustainable Development Goals. It supports the countries of the South to effectively participate in negotiating processes in order to build up a multilateral system that supports and does not undermine development efforts. It also provides policy and technical advice and capacity building in support of countries and institutions of the South. The South Centre expands its reach and impact by leveraging cooperation with other international organizations, research institutions, academia and civil society.
This Semester Report is an account of how the South Centre’s Secretariat has fulfilled the Centre’s mission through the different workstreams for the period July – December 2021.
The Importance of “Developing National Ecosystems for South-South and Triangular Cooperation to Achieve Agenda 2030 for Sustainable Development” – on the occasion of launching the publication

To maximize the benefits of South-South and Triangular Cooperation (SSTrC), it would be imperative to have an effective “national ecosystem” – an institutional framework at national level. Over the years, the pace of institutional improvements in conducting SSTrC by Southern countries has lagged far behind the fast expansion of SSTrC in size, making it a constraint for unleashing the full potential of SSTrC. On 26 September 2019, the Islamic Development Bank (IsDB), the South Centre and the United Nations Office for South-South Cooperation (UNOSSC) launched the joint publication entitled “Developing National Ecosystems for South-South and Triangular Cooperation to Achieve Agenda 2030 for Sustainable Development” on the side lines of the 74th session of the United Nations General Assembly in New York. It discusses how to strengthen national ecosystems to promote SSTrC. The concept of national ecosystem advocates a bottom-up and incremental approach. It emphasizes that the national ecosystem is not meant to be prescriptive or a one size fits all model. Developing an effective national ecosystem for SSTrC requires understanding of the national realities and objectives and takes time, effort, commitments and financing. (more…)
BAPA+40 is an Impetus to the Implementation of the 2030 Agenda for Sustainable Development

The United Nations Second High-level Conference on South-South Cooperation (BAPA+40) not only gave an impetus to the further expansion of South-South and Triangular Cooperation (SSTrC) but also to the attainment of the 2030 Agenda for Sustainable Development. Currently, the main task is how to implement the outcome document of BAPA+40. (more…)

The South Centre is pleased to participate in this very important Conference. Established in 1995 as an intergovernmental think tank for the developing countries, the South Centre is in itself a manifestation of South-South cooperation. It remains wholly committed to its mandate of promoting the common interests among the countries of the South, while recognising their diversity. The Centre was created by the South and works to enhance policy coordination and cooperation of the South.
