This Analytical Note looks at how MRV metrics and modalities in relation to paragraphs 1(b)(i) and (ii) of the UNFCCC Bali Action Plan (BAP) can be made operational in ways that reflect the primary sustainable development concerns and perspectives of developing country Parties to the UNFCCC.
It suggests that such metrics and modalities have to take into account existing modalities with a view towards further enhancing the effective implementation of the UNFCCC by all Parties.
